These flames are the result of a system to avoid "turbo lag".  Some designs keep the turbo "spun up" by allowing raw fuel to enter the red-hot exhaust manifold when engine RPMs drop.  Whoomph!!!!  The resulting explosion brutally accelerates the turbo (maintaining boost) and live flame shoots out the exhaust pipe, delighting photographers and spectators.
